I know this might be a bit much to ask, but would it be possible to apply this to all the Quarians? I know it would take a lot of work.

Possible, yes. Practical, no. Not to mention the fact that any scene with multiple Quarians would murder your framerate, probably even on higher end computers.

Could a less intensive version be used on the Quarians other than Tali? So you still get some of the effect but not to such a high standard and so cuts the high framework down a bit.
