The toolset's existing Coalesced Editor had been deprecated for a long time. It has a poorly implemented GUI, is not at all user-friendly, isn't capable of adding or removing INIs, and handles DLC files incorrectly.

The entire thing needs to be replaced with TankMaster's tool, which is really a Coalesced Converter. It compiles and decompiles, with all editing done to the XMLs in an external editor like Notepad++. If we can think of some awesome way to add XML editing capability to the toolset, then we could stick to calling it an editor, but... I'm not sure we want to go there, lol.
